System 1 is by far the better choice, system 2 is good.  System 2 is what everyone has been building for the past year and a half.  System 2 parts are no longer being manufactured, so upgrades will become limited.

System 2 can be upgraded to a P4 2.8 or 3.0 as well. The price difference then becomes a non-factor and therefore System 1 is the better choice.
